!rs only 1/round

I hate players who constantly do !rs only to get awp every round. 
It's unfair you should lose like 5%  of the points you got if you type !rs
It's like an advantage over the others

Its getting abused in D2 and Office only because there is a k/d restriction for awp and also a limit 2 players per team

Got it fixed now. You can only do !rs with a kd lower than 1.
